بيان صحفي – من أجل حقوق الأقباط في مصر

في تطور غير مسبوق، تلقينا خطابًا رسميًا من المقرر الخاص لحقوق الأقليات في الأمم المتحدة، السيد نيكولاس ليفري، يطلب فيه إعداد تقرير مفصل عن أوضاع الأقباط في مصر والانتهاكات التي يتعرضون لها باعتبارهم أكبر أقلية مسيحية في الشرق الأوسط.

بناءً على هذا الطلب، تم إعداد وإرسال تقرير شامل يوضح الممارسات التمييزية الممنهجة التي يعاني منها الأقباط، والتي تستند إلى نصوص دستورية وقوانين مقيدة للحريات الدينية، وعلى رأسها المادة الثانية من الدستور المصري التي تنص على أن “الإسلام دين الدولة”، والمادة 64 التي تعلن أن “حرية الاعتقاد مطلقة”، في حين أن الواقع يشهد انتهاكات جسيمة لهذه الحريات.

يركز التقرير على الانتهاكات المستمرة التي يتعرض لها الأقباط في مصر، والتي تتراوح بين التمييز المؤسسي في أجهزة الدولة والممارسات القمعية التي تقوم بها الجماعات السلفية والإخوانية، ومن أبرزها:

 • جرائم اختطاف القبطيات القاصرات، والتي تتم بدعم أو تواطؤ من بعض الجهات الأمنية.
 • إغلاق الكنائس ومنع بنائها أو ترميمها، مما يحرم الأقباط من أماكن العبادة.

 • الإقصاء من المناصب القيادية والوظائف السيادية، ما يعمّق التمييز الممنهج ضد الأقباط.
 • قوانين ازدراء الأديان، التي تُستخدم كسلاح ضد الأقباط بينما يتم التغاضي عن ازدراء المسيحية في الإعلام والمجتمع.

 • اضطهاد المتحولين من الإسلام إلى المسيحية، من خلال الاعتقالات التعسفية، ومنع استخراج أوراق رسمية تعترف بتغيير ديانتهم، وفرض قيود أمنية على تحركاتهم.

 • تأثير الشريعة الإسلامية على حرية العقيدة، حيث يتم انتهاك حقوق الأقباط بحجة الالتزام بتطبيق أحكام الشريعة.
ولضمان تسليط الضوء على هذه القضايا، قامت المنظمات القبطية ونشطاء أقباط من مختلف دول العالم بتنظيم مؤتمر افتراضي (كونفرانس كول) مع المقرر الخاص للأمم المتحدة، حيث تم استعراض التقرير ووضعه أمام الصورة الحقيقية لما يواجهه الأقباط في مصر.

وقد شارك في إعداد التقرير وتمثيل القضية عدد من الرموز والنشطاء الأقباط حول العالم، من بينهم:
 •  شريف منصور (كندا) – ممثلًا عن الأقباط حول العالم.
 • الدكتور إبراهيم حبيب (إنجلترا) – رئيس منظمة “الأقباط متحدون”.
 • مدحت قلادة – رئيس اتحاد المنظمات القبطية في أوروبا.
 • ممثلون من هولندا، السويد، النمسا، سويسرا، إيطاليا، أستراليا، أمريكا، كندا، فرنسا، وبلجيكا.
كما تمت صياغة ومراجعة التقرير بواسطة المكتب الدولي لحقوق الإنسان في جنيف، تحت إشراف الدكتور عوض شفيق.

وقد تلقينا ردًا رسميًا من المقرر الخاص للأمم المتحدة، أكد فيه استلام التقرير، وأعرب عن استعداده لاستقبال أي مستجدات أو انتهاكات جديدة ضد الأقباط في الفترة القادمة، مما يشكّل خطوة هامة نحو تدويل قضية الأقباط والدفاع عن حقوقهم في المحافل الدولية.

For the first time, Copts from all over the world are uniting their efforts in pioneering collective action
In an unprecedented development, we have received an official letter from the UN Special Rapporteur on the Rights of Minorities, Mr. Nicholas Levery, requesting a detailed report on the situation of Copts in Egypt and the violations they are subjected to as the largest Christian minority in the Middle East.

Based on this request, a comprehensive report was prepared and sent explaining the systematic discriminatory practices suffered by the Copts, which are based on constitutional texts and laws restricting religious freedoms, foremost of which is Article II of the Egyptian Constitution, which states that “Islam is the religion of the state”, and Article 64, which declares that “freedom of belief is absolute”, while reality is witnessing serious violations of these freedoms.

The report focuses on the ongoing violations suffered by the Copts in Egypt, ranging from institutional discrimination in state organs and repressive practices by Salafist and Brotherhood groups, most notably:

•  Crimes of kidnapping Coptic minors, which are carried out with the support or collusion of some security authorities.

•  Closing churches and preventing their construction or restoration, which deprives Copts of places of worship.

•  Exclusion from leadership positions and sovereign positions, which deepens systematic discrimination against Copts.

•  The laws of contempt of religions, which are used as a weapon against the Copts while contempt for Christianity is overlooked in the media and society.

•  Persecuting converts from Islam to Christianity, through arbitrary arrests, preventing the extraction of official papers acknowledging the change of their religion, and imposing security restrictions on their movements.

•  The influence of Islamic law on freedom of belief, where the rights of the Copts are violated under the pretext of committing to apply the provisions of Sharia.

To ensure that these issues are highlighted, Coptic organizations and Coptic activists from around the world organized a virtual conference (Conference Call) with the UN Special Rapporteur, where the report was reviewed and placed in front of the true picture of what the Copts are facing in Egypt.

A number of Coptic symbols and activists around the world participated in the preparation of the report and represented the issue, including:

•  Sherif Mansour (Canada) – representing the Copts around the world.
•  Dr. Ibrahim Habib (England) – President of the “Copts United” organization.
•  Medhat Qadala – President of the Federation of Coptic Organizations in Europe.
•  Representatives from the Netherlands, Sweden, Austria, Switzerland, Italy, Australia, America, Canada, France, and Belgium.

The report was also drafted and reviewed by the International Human Rights Office in Geneva, under the supervision of Dr. Awad Shafiq.

We received an official response from the United Nations Special Rapporteur, in which he confirmed the receipt of the report, and expressed his readiness to receive any new developments or violations against the Copts in the coming period, which constitutes an important step towards the internationalization of the cause of the Copts and defending their rights in international forums.
